A Note from the Founders

We built Dopamine because the GCC's best businesses deserve better than what the market currently offers them.

The sub-$20M M&A market in the UAE and broader GCC is broken. Advisors charge retainers before doing anything. Processes drag on for 12 months. Buyers are cold-outreached from generic lists. And founders — who've spent years building something real — end up with the wrong deal, or no deal at all.

We come from the other side of the table. Jules has spent eight years evaluating businesses as an investor across GCC and Africa. Hugo has spent eight years structuring the legal architecture of deals. Between us, we've seen what separates a clean exit from a failed process — and it almost always comes down to preparation, access, and speed.


Dopamine runs on an AI infrastructure. That means the financial modelling, buyer matching, and CIM preparation that used to take weeks now takes hours. But the judgment — on valuation, on deal structure, on which buyer is actually the right fit — that stays human.

Hugo Cugnet
Co-founder and CEO

Hugo has spent eight years structuring deals on the legal side of early-stage venture — term sheets, SAFEs, cap tables, shareholder agreements, and ADGM-compliant governance frameworks. He has worked across the full lifecycle of a transaction, from first-close documentation to post-raise corporate structure. At Dopamine, Hugo leads on deal structuring, legal advisory, and governance infrastructure, ensuring founders enter and exit transactions on terms they fully understand.

Jules Chasles
Co-founder and COO

Jules brings eight years of fund-side investment experience across GCC and Africa, having worked with Global Ventures, Outlierz Ventures, and AfricInvest Group. He has reviewed over thousands of pitches and led due diligence across Seed to Series B transactions — which means he evaluates founders the same way investors do. At Dopamine, Jules leads M&A advisory engagements, with a focus on process integrity, investor positioning, and deal execution across MENA.

Ramzy Osman
Associate

Ramzy joined Dopamine from Global Ventures, where he evaluated hundreds of companies and conducted due diligence across sectors — giving him a clear view of what separates a tight process from a drawn-out one. At Dopamine, he works directly with founders on M&A and capital advisory mandates: sharpening positioning, managing counterparty engagement, and driving transactions to close. He focuses on companies building across the Middle East and Africa.
